About Stakeholder Consultation

Net zero represents a state where greenhouse gas emissions are reduced and balanced by the removal of carbon dioxide from the atmosphere to address the complex global challenge of climate change. The importance of pursuing net zero lies in its critical role in mitigating global warming, safeguarding the environment for future generations, and achieving the temperature goals outlined in the Paris Agreement and Sustainable Development Goals. In line with these global sustainability efforts, India has set an ambitious target to achieve net-zero emissions by the year 2070, necessitating the adoption of circular economy strategies and low-carbon energy mixes.

This stakeholder consultation is part of a policy-oriented research study led by the Centre for Energy Regulation (CER), IIT Kanpur, and funded by the Power Foundation of India (PFI). It brings together national and international experts and policymakers to share experiences on the design and implementation of long-term decarbonisation strategies.

As part of this effort, the study undertakes a comprehensive review of Net Zero policy frameworks, drawing on international and selected sub-national experiences to understand how different governance approaches work in practice. By examining key elements such as legal commitments, sectoral roadmaps, coordination mechanisms, monitoring arrangements, the research seeks to identify practical and transferable lessons that can help strengthen India’s Net Zero transition at both national and sub-national levels.

About CER

The Centre for Energy Regulation (CER) at IIT Kanpur is India's first dedicated initiative for regulatory research in the energy sector. Established in 2018 with seed funding from the UK Government, CER strives for sustained institutional strengthening in the Indian power sector by fostering academia - utility - regulatory interactions. The Centre engages in research, capacity building, and policy advisory, working closely with Electricity Regulatory Commissions (ERCs) and other stakeholders. CER also maintains key platforms such as the Regulatory Data Dashboard, ERC Tracker, and Regulatory Insights Blog to support evidence-based policymaking and knowledge dissemination.

About PFI

Power Foundation of India is a think–tank and a policy advocacy body in the Power Sector. It is a society under the aegis of Ministry of Power‚ Government of India. It is supported by twelve leading Power Sector organisations. The Foundation undertakes independent‚ evidence–based research on issues and challenges pertaining to the Power Sector. The research studies encompass diverse aspects related to generation‚ transmission and distribution of power‚ electricity trading‚ energy transition‚ and environmental sustainability.
