Cer-Centre for Energy Regulation

CER was established in 2017 at IIT Kanpur through seed-funding from the UK Government under the PSR Programme to address institutional gaps in the power sector. The UK's support has enabled CER to provide a unique regulatory-academia-utility platform that has gained strong traction with stakeholders. The Independent Commission for Aid Impact (ICAI) acknowledged the PSR programme in its country portfolio review of UK aid to India for creating evidence that contributed to lasting gains in the capacities of Indian institutions. Building on this experience the phase II of PSR programme aims to explore opportunities to combine technical assistance with research partnerships. The programme is focused on the bottom-up capacity creation of key stakeholders, including regulators and utilities. With interventions around evidence-based tools, knowledge exchange, and institutional strengthening, the programme is expected to accelerate the pace of energy transition by enabling stakeholders to make informed decisions on key policy matters around energy security, RE integration, and reduced carbon emissions.
